We are looking for an experienced technology leader with capabilities of leading and executing across strategy and operations, with an emphasis on leading the IT organization's customer-facing elements and directing the application development and maintenance functions. This role will report directly to the CIO and will be responsible for driving the development and maintenance of high-quality applications that meet the organization's needs. Reshaping our current approach and organization into a Product Organization with a proactive and expansive Business Relationship forward leading function. In addition to technical expertise, this leader will often act as deputy for the CIO and is expected to provide leadership and guidance to the IT team, ensuring alignment with organizational goals and objectives.Responsible for leading and executing across strategy and operations, with an emphasis on leading the IT organization's customer-facing elements and directing the application development and maintenance functions. Accountable for driving the development and maintenance of high-quality applications that meet the organization's needs. Reshaping current approach and organization into a Product Organization with a proactive and expansive Business Relationship forward-leading function. In addition to technical expertise, this role will provide leadership and guidance to the IT team, ensuring alignment with organizational goals and objectives.Working Schedule The preferred candidate for this position should be located in the Greater Houston area and open to work a hybrid schedule with three (3) days in the ABS Headquarters Office located in Spring, Texas, and two (2) days of remote work. What You Will Do:Strategic * Create and implement strategic IT plans that support business objectives. * Work with business functions to introduce and integrate technology. * Find ways to use technology for a competitive edge. * Assess new trends and technologies for potential use. * Plan IT budget and investment approaches. * Build relationships with internal and external partners. * Promote innovation and digital transformation. * Serve as IT representative on executive leadership teams. * Foresee future capabilities to facilitate business expansion. Business Relationship Management * Establish and maintain strategic relationships with business stakeholders, understanding their needs, expectations, and priorities. * Facilitate the alignment of IT services and solutions with business objectives and strategies, ensuring value delivery and customer satisfaction. * Communicate and collaborate with IT leaders and teams to ensure consistent and effective IT service delivery across the organization. * Identify and promote opportunities for innovation and digital transformation that can enhance business performance and outcomes. * Design and establish Business Relationship Management as a function of the IT department - clarifying and expanding relationships and roles across the enterprise Application Development and Maintenance * Provide strategic direction and leadership for application development and maintenance, ensuring alignment with organizational goals and objectives. * Oversee the development and maintenance of applications, including software design, development, testing, and deployment in a globally and organizationally distributed development environment. * Collaborate with business stakeholders to understand application requirements and ensure effective translation into technical solutions. * Develop and manage the application development and maintenance budget, ensuring effective allocation of resources. * Enhance and lead multiple global, high-performing teams of application developers and maintenance professionals, providing guidance and mentorship to ensure success. * Stay up to date with industry trends and emerging technologies, identifying opportunities for innovation and improvement. * Ensure application security, scalability, and reliability, with a focus on continuous improvement. * Collaborate with other IT teams, such as infrastructure and operations and security to ensure seamless integration and effective delivery of IT services. * Develop and implement IT policies, procedures, and standards related to application development and maintenance - relevant to all development teams in the enterprise. * Establish and track key performance indicators (KPIs) to measure application development and maintenance success - relevant to all development teams in the enterprise. Architecture and PMO * Extend and further establish architectural capabilities in the enterprise * Establish standards, guardrails * Optimizes IT processes, efficiency, and cost-effectiveness. * Implements IT policies, security, and compliance measures. * Monitors IT performance metrics and SLAs. * Oversees IT application and environment operations and service delivery. * Manages IT vendor relationships and contracts. * Coordinates incident response and problem management. * Leads IT teams, mentors' staff, and leverages communities of practice for extensive capability growth and consistency What You Will Need: Education and Experience * At least 10 years of experience in application development and maintenance leadership roles. * Bachelor's degree in computer science, Information Systems, or related field. * Master's degree in computer science, Information Systems, or related field. * Experience in a highly regulated industry. * Experience managing organizational change * Certification in ITIL, PMP, or related field. Knowledge, Skills and Abilities * Proven track record of delivering high-quality applications on time and within budget. * Experience managing organizational change * Extensive experience with major software packages as well as large custom applications * Experience with modern software development methodologies (Agile, Waterfall), programming languages (Java, Python, C#), and databases (SQL, Oracle). * Experience with cloud-based applications and technologies (AWS, Azure). * Experience with DevOps and continuous integration/continuous deployment (CI/CD) tools and practices. * Excellent leadership and management skills, with experience leading cross-functional teams. * Strong communication and interpersonal skills, with the ability to collaborate with business stakeholders and technical teams. * Experience with IT budgeting and resource management. * Familiarity with ITIL and IT service management best practices. * Ability to develop a working knowledge of ABS Rules, Guides, statutory regulations, and related instructions, as well as the ABS Employee Safety Policy.
