As a Utility Systems Worker for the City, you will be performing a variety of routine to skilled work in the installation, repair, construction, and maintenance of the City's wastewater collection systems. Utility Systems Worker I $37,091 - $47,291 Essential Duties & Responsibilities Performs a variety of routine to skilled work to inspect, install, maintain, and repair valves, wastewater collection pipelines, and related appurtenances; inspects and tests lines in the collection system; threads and fits pipes Uses backhoe to begin trenches or make minor excavations, places shoring where required, and makes necessary installations and repairs to distribution and collection pipelines. Operates and maintains specialized vehicles and light, medium, and heavy-duty equipment and trucks appropriate for the construction, maintenance, and repair of the City's infrastructure. Performs safety and service inspections of assigned trucks and equipment; steam cleans, washes, and fuels equipment; assists in lubrication and maintenance of equipment. Installs street barricades and cones and controls traffic around work sites to ensure safe conditions for the general public and City workers. Inspects and tests lines in the collection system visually or using closed-circuit television devices and other specialized testing equipment. Cleans the collection system using appropriate rodding or high-velocity cleaner equipment. Performs related duties as assigned. Education/Experience/Certification Qualifications High School Diploma or Equivalent. Class I Water Distribution license(s) required within 18 months of employment. Utility Systems Worker II $42,938 - $54,746 Essential Duties & Responsibilities Provides technical and functional direction to assigned line maintenance staff; reviews and controls quality of work; participates in performing line maintenance work. Plans, schedules, prioritizes, and assigns line maintenance and repair work and assignments in consultation with Line Maintenance III; communicates the status of assignments to appropriate personnel, working cooperatively to schedule assignments in accordance with established priorities and special operational priorities; instructs staff in work procedures. Trains employees in work methods, use of tools and equipment, and relevant safety precautions. Assists in developing work plans, procedures, and schedules. Estimates time, materials, and equipment required for assigned jobs; orders supplies and equipment for work projects; keep required labor, equipment, and material records and submits reports as directed Conducts pre-acceptance construction walkthroughs and analysis Performs a variety of routine to skilled work to inspect, install, maintain, and repair valves, wastewater collection pipelines, and related appurtenances; inspects and tests lines in the collection system Inspects wastewater services for compliance with established codes and/or damaged or worn parts, and makes repairs as necessary; performs preventative maintenance adjustments. Reports wastewater service defects and public safety hazards, including providing exception list information and reporting hazards to supervisors. Uses backhoe to begin trenches or make minor excavations, places shoring where required, and makes necessary installations and repairs to distribution and collection pipelines. Performs related duties as assigned. Education/Experience/Certification Qualifications High School Diploma or Equivalent. Class II Water Distribution license(s); Class B Commercial Driver's License Utility Systems Worker III $49,706 - $63,376 Essential Duties & Responsibilities Provides technical and functional direction to assigned line maintenance staff; reviews and controls quality of work; assists in completing employee evaluations; participates in performing line maintenance work Coordinates with contractors and developers regarding shutdowns and tie-ins. Plans, organizes, assigns, supervises, and reviews the work of assigned staff in line maintenance Trains staff in work and safety procedures and in the operation and use of equipment and supplies; implements procedures and standards. Provides input on employee performance evaluations; works with employees to correct deficiencies; implements discipline procedures; assists in selection and promotion. Monitors operations and activities of line maintenance; recommends improvements and modifications and prepares various reports; recommends and assists in the implementation of goals and objectives; implements policies and procedures. Determines and recommends equipment, materials, and staffing needs for assigned maintenance projects; participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications, as required; maintains a variety of records and prepares routine reports of work performance. Monitors and controls supplies and equipment; orders supplies and tools as necessary; prepares documents for equipment procurement; participates in informal bid processes for vendor selection. Coordinates with and oversees contractors in providing wastewater collection system maintenance and repair services. Participates in the administration of preventive maintenance, in-service training, and safety programs; develops safety programs that meet Federal and State standards; ensures compliance with safety procedures. Performs other duties as assigned. Education/Experience/Certification Qualifications High School Diploma or Equivalent. Class III Water Distribution license(s); Class A Commercial Driver's License. Benefits Overview: Flexible scheduling opportunity. 10 hours of vacation leave per month, 3 weeks per year. 8 hours of sick leave per month, 12 days per year. Sick leave incentive pay- Employees are compensated in December each year for 25% of their unused sick leave accumulated during the preceding fiscal year. Medical insurance and benefits are provided at zero premium cost to the employee. 50% dependent health benefits premium contribution. Dental benefits are provided at zero premium cost to the employee. 24 hours of paid personal holiday leave each fiscal year. 10 wellness hours each fiscal year for eligible preventive and mental health services. Longevity pay of $8 per month begins with the first anniversary and will be paid on a separate paycheck in December of each year. The retirement plan includes a 7% contribution of an employee's gross salary to the Texas Municipal Retirement System (TMRS) with a City contribution match of 2 to 1 (14%) at retirement. Retirement eligibility requires 5 years of service at age 60 or 20 years of service at any age. Employees also have an additional retirement fund option to participate in a 457 plan. Long-Term Disability is employer-paid and covers 60% of the employee's salary up to $7,500. Military leave provides up to 15 days of paid leave per fiscal year for eligible employees. Education reimbursement assistance up to $5,000 per fiscal year. Employer-paid basic term life insurance policy two (2) times an employee's base salary, up to $325,000 maximum. 40 paid service hours are available to volunteer within our community. Up to 160 hours of paid parental leave to eligible employees following the birth of an employee's child or the placement of a child with an employee in connection with adoption, foster care, or other legal placement to care for and bond with the child.
